These are transcripts of acts and resolutions passed by the General Assembly; signed by representatives of the Senate and the House of Representatives; and approved, dated and signed into law by Governor Preston H. Leslie. These typically concern the structure of the educational system; the navigation of Kentucky's waterways; the construction or maintenance of roads; the incorporation of towns, businesses, and organizations; the formation of election districts; the determination of county boundaries; and appropriations for state funding. Also included is the act to incorporate a Public Library of Kentucky in 1871; the 1872 act allowing blacks to testify in courts of law; and the act to incorporate the Cincinnati Southern Railroad in 1872.

Preston H. Leslie was govenor of Kentucky from 1871 to 1875. In 1842 Leslie, who was born in Wayne (now Clinton) County, was practicing law in Monroe County. From the description of Deed : 1842.
